It is commonly believed by many that there is A Plan laid out for mankind's future by men who would rule the world without God. It seems that oftentimes parts of "The Plan" are tried out in various places prior to attempting the implementation of The Plan, in tis entirity, worldwide. At that time "global authority," will be used, but, until that time, The Plan is being implemented in segments. For instance, Plan X may be tried in the US, while Plan Y in Greece, and Plan Z in the UK. All of these smaller segments will add up to the total Plan. Doing this effectually hedges one's bets, should the sheeple awaken; and no more is bitten off than can be chewed. This methodology results in certain countries being further down the yellow brick road in certain areas, whereas other countries are further down the road in other (different) areas. For instance, Britain already has gun control measures in place. Canada already has socialized medicine. The US already has porous borders.Australia is a case in point with regard to The Plan for the "Organized Church." The Plan is, in a nutshell, "let us do away with denominations and denominational control / authority / "historically implemented Tenants of Belief, to which the church adheres (more or less)" and "let us implement 'networks' under 'outside authority.'
