The most likely scenario is that she was from the country where she lived, of one of the seven nations of the land, that Israel did not fully drive out.

Similar to how, later, Bathsheba, the granddaughter of Ahithophel, married Uriah the Hittite.

It is possible that Tamar, like Uriah, had become a follower of the God of Israel, rather than the gods of their ancestors.

That leaves Rahab. She was clearly a wealthy woman in Jericho, albeit a wealthy harlot, in order to have a house on the wall, known of by the king.

Those in Jericho were most likely Amorite or Canaanite.

The Amorites, in addition to the mountains, had the land immediately east of Jericho, across the Jordan.

But it says of the Canaanites:

Numbers 13:29c  and the Canaanites dwell by the sea, and by the coast of Jordan.

Jericho definitely was by the coast of Jordan.

Either way, Rahab would have been descended from Ham, through Canaan, rather than from Shem through Lot.
