Does Micah refer to some yet future things?

Micah 7:14 Feed thy people with thy rod, the flock of thine heritage, which dwell solitarily in the wood, in the midst of Carmel: let them feed in Bashan and Gilead, as in the days of old.

Doesn't that say that Israel will not only get back the Golan Heights (Bashan), but also the east bank (Gilead)?

Joshua 20:8 And on the other side Jordan by Jericho eastward, they assigned Bezer in the wilderness upon the plain out of the tribe of Reuben, and Ramoth in Gilead out of the tribe of Gad, and Golan in Bashan out of the tribe of Manasseh.

Then doesn't Micah speak of great miracles, and possibly plagues, to happen again at the time of the second advent, like at the time of the Exodus?

Micah 7:15 According to the days of thy coming out of the land of Egypt will I shew unto him marvellous things.

Is the following one of those future references?

Psalms 68:22 The Lord said, I will bring again from Bashan, I will bring my people again from the depths of the sea:

Will the LORD do that again?

By the way, who is "thy" in Micah 7:5, and who is "I"?

Is "thy" referring to Israel, and "I" referring to Jesus, at the time of the second advent?
