The “he” in Daniel 9:27 refers to the anti-Christ mentioned in verse 26. The reason it makes sense to say this is because the antecedent of “He” is “the prince who is to come”. To suggest that “he” refers to Christ would be incorrect grammatically (in Hebrew and English). Also, at no point did Jesus make firm any covenant with many for one week (seven years) or put a literal stop to sacrifice at the Temple.  Of course, Christ made the ultimate sacrifice for every sin that has been committed or will be committed in the future.  And ultimately, no other sacrifice is needed.  But He didn’t make any literal covenant with anyone for seven years.
Usually, people who suggest that verse 27 refers to Christ view the book of Daniel and end times Scripture in a preterist fashion; that is, they believe that the account of Daniel and all other End times prophecies from Daniel and Revelation were fulfilled in AD 70 when the Temple was destroyed. However, Christ did not return in AD 70 and also the Book of Revelation has a generally accepted composition date of AD 95. So, these predictions from Revelation and also Daniel must be yet to be fulfilled.
Christ Himself affirmed the prophecy of Daniel when He said, (in Matt.24:15-16), “Therefore when you see the Abomination of Desolation which was spoken of through Daniel the prophet, standing in the holy place (let the reader understand), then those who are in Judea must flee to the mountains.”
The abomination of Desolation will occur when the anti-Christ tries to set himself up to be worshipped in the third Jerusalem Temple which will be built soon! I truly believe it!
