Concerning the delusion God will send unbelievers, I don't know what unbelievers will say, but the sign of the Son of man coming in the clouds will be seen as will the Church rising to meet the lord in the air, as the lord was also seen rising up to the clouds. So they should believe it then when it happens, although they did not believe in the rapture previously many had heard about it.
So I think the lie they will believe is that this beast is God above all other God's, as he claims in the temple to be.
