Isaiah is the 20th book in the Bible because 1&2 Samuel is one book, same with 1&2 Kings and 1&2 chronicles
 
Chapter  12 In Isaiah  has Israel rejoicing in their GOD after their return to their land in chapter  11 .......  it looks to me that verse 12 can only happen for the Jews after their miraculous deliverence in the Gog Magog war............... it could also represent the Church rejoicing in Heaven after the Rapture...........
 
does this really mean anything? I dont know..... but it IS interesting  :)
 
we also notice that GOD details HIS vengence upon Israel's enemies starting in chapter 13........ this vengence happened centuries ago of course, but I believe the law of doubble reference applies.........the law of doubble reference means it is going to happen in our time also.
