(9)"I saw under the alter the souls of those who had been slain (martyred) because of the Word of God, and the testimony they had maintained."
(11)"They were told TO WAIT a little longer, UNTIL the number of their fellow servants and brothers who were to be killed, as they had been WAS COMPLETED."

 The killing of the 'martyred saints' will not BE "COMPLETED" until the end of the 'great tribulation'. Therefore the 'martyred saints', who are waiting under the alter, continue to wait there, as they are told, and are joined by their "fellow servants and brothers" until the killing is "COMPLETED" at end of the 'great tribulation'.

The 'martyred saints' are assembled under the alter where they are told to wait. They are NOT the 'great multitude' standing before the throne.
