One can get rid of fleas using 20 Mule Team Borax Laundry Conditioner and it would be worth a try to use it to get rid of bed bugs as well.   You take a handfuls of Borax and sprinkle it on couches, beds and carpet and leave it there.  It gets in the armour of fleas and kills them.   It must stay down for 3 weeks so if you vacuum it up, you will need to put more down.
