Consider the modus of operation of Islam, it seems to me that this is the religion of the AC.

The beheadings would fit perfectly fit the method of the AC is forcing people to accept the mark
The leader or person whom we think may be the AC has come in through deception, another tactic of Islam.
Pretend to be something you are not until you defeat your enemy.
