Yes you took it the way I meant it. The Rabbinate (SanHedron) in Israel even admits that about 238 years are missing from the Hillel II calendar. Take notice that the lunar calendar of the Hebrews is suppposed to start on the New Moon of each month. Since Sept 11, 2007 will be a solar eclipse, Rosh HaShanna should start that very evening. But the rabbis DELIBERATELY manipulate the calendar so that Simchat Torah (Tishri 22) will NEVER fall on a Saturday Shabbat. That is why anyone using the present Hillel II Jewish calendar will always be in time error. In only a few cases are the errors offsetting so that a Feast Day appears when it is supposed to appear.
 
Every solar eclipse that has ever happened or will ever haqppen will ALWAYS be on the Rosh Chodesh of some Hebrew month.
