It seems as if it’s misplaced yet I know that it’s only because at this stage I do not understand this verse; because the Lord has put a message in this verse. Could it be referring to those meeting at the final time to divide the Land of Israel with the intention of bringing a fake peace & safety? God bless you.

Hi:Mt. 24:28 (DRB) says, "Wheresoever the body shall be, there shall the eagles also be gathered together." This makes it easier to understand. It means that wherever the Body of Christ is (in Heaven, caught up in the Pre-Trib Rapture, the first trump of God, I Thess. 4:16,17), there shall the high flying Tribulation saints be gat! hered (in the Pre-Wrath Rapture, the last trump of God, I Cor. 15:51,52).
Ex. 19:4 (KJV) shows what happens. It says, "Ye have seen what I did unto the Egyptians, and how I bare you on eagles' wings, and brought you unto myself."
Isa. 40:31 (KJV) is more explicit. It says, "But they that wait upon the LORD shall renew their strength; THEY SHALL MOUNT UP WITH WINGS AS EAGLES; they shall run, and not be weary; and they shall walk, and not faint."
Luke 17:34-37 (KJV) explains. Jesus said, "I tell you, in that night there shall be two men in one bed; the one shall be taken, and the other shall be left. Two women shall be grinding together; the one shall be taken, and the other left. Two men shall be in the field; the one shall be taken, and the other left. And they answered and said unto him, Where, Lord? And he said unto them, Wheresoever the body (i.e., the Body of Christ) is (in Heaven), thither will the eagles (the Tribulation saints) be gathered toge! ther."
Those caught up to Heaven in the first Rapture will be g athered from one end of Heaven to the other at the same time that the Tribulation saints are gathered from Earth.
Mt. 24:28-31 (KJV) says, "For wheresoever the carcase (i.e., body) is, there will the eagles be gathered together. Immediately after the tribulation of those days shall the sun be darkened, and the moon shall not give her light, and the stars shall fall from heaven, and the powers of the heavens shall be shaken: And then shall appear the sign of the Son of man in heaven: and then shall all the tribes of the earth mourn, and they shall see the Son of man coming in the clouds of heaven with power and great glory. And he shall send his angels with a great sound of a trumpet, and they shall gather together his elect from the four winds, from one end of HEAVEN to the other."
Mark 13:27 says, "And then shall he send his angels, and shall gather together his elect from the four winds, from the uttermost part of the EARTH to the uttermost part of HEAVEN."
Thus all saints will be gathered to the general assembly in Heaven that day. Heb. 12:22,23 (KJV) says, "ye are come unto mount Sion, and unto the city of the living God, the heavenly Jerusalem, and to an innumerable company of angels, To the GENERAL ASSEMBLY and church of the firstborn, which are written in HEAVEN, and to God the Judge of all, and to the spirits of just men made perfect"Although the Old Testament saints and the Church saints are caught up to Heaven in the first Rapture, they are not made perfect until the Tribulation saints are caught up. Heb. 11:40 says, "God having provided some better thing for us, that they without us should not be made perfect."
I Cor. 15:51-53 shows that we are changed, made perfect, become immortal, when the entire Body of Christ is completely in Heaven. It says, "Behold, I shew you a mystery; We shall not all sleep, but we shall all be changed, In a moment, in the twinkling of an eye, AT THE LAST TRUMP (i.e., t! he Pre-Wrath Rapture): for the trumpet shall sound, and the dead shall be raised incorruptible, and WE SHALL BE CHANGED. For this corruptible must put on incorruption (the dead are raised in incorruption), and THIS MORTAL MUST PUT ON IMMORTALITY."
1 Cor. 15:42 says, "the resurrection of the dead. It is sown in corruption; it is raised in incorruption".
Rev. 11:15-18 shows us some of the things that happen at the GENERAL ASSEMBLY in Heaven on the Day of the Lord, which is also the Day of God's Wrath and the Day of the Judgment Seat of Christ. It says, "the seventh angel sounded; and there were great voices in HEAVEN, saying, THE KINGDOMS OF THIS WORLD ARE BECOME THE KINGDOMS OF OUR LORD, AND OF HIS CHRIST; AND HE SHALL REIGN FOR EVER AND EVER. And the four and twenty elders, which sat before God on their seats, fell upon their faces, and worshipped God, Saying, We give thee thanks, O Lord God Almighty, which art (on the Day of the Lord), and wast (at the First Advent), and art to come (at the Second Advent 7 months after this, Eze! . 39:f12,13); because thou hast taken to thee thy great power, and hast reigned. And the nations were angry, and THY WRATH IS COME, and the time of the dead, that they should be JUDGED, and that thou shouldest give REWARD unto thy servants the prophets, and to the saints, and them that fear thy name, small and great; and shouldest destroy them which destroy the earth."
