Here are some internet sources to find out the exact time:

Naval Observatory Time
http://tycho.usno.navy.mil/cgi-bin/timer.pl
UTC Universal Time Coordinated
http://www.timester.com/verpais.cgi?iso=US
World Time Zone Calendar
http://www.indiana.edu/~animal/fun/conversions/worldtime.html
Pay Number :
http://tf.nist.gov/stations/sig.html
Decimal Time of Day

Here in Southern California, we have been experiencing blackouts, and it helps to have a standard to reset our clocks. Our digital clocks are electrical and lose their ability to show the correct time.
So having the Internet source for the time of day will help.
