Since Jesus is the "lamb slain from the foundation of the earth" (Rev 13:8) his grace has always been available for those who trusted in God like Abraham did (Gen 15:6) or no one could be counted righteous (Ro 3:10). Noah found grace (Gen 6:8), and this is why that the word "grace" actually appears more in the OT than it does in the NT!
But personal grace is not the issue for wicked nations. God does not change (Mal 3:6), so he must judge America by the same standards as he judged Sodom and Gomorrah by, or as a famous evangelist's wife is quoted as saying, "he'd owe Sodom an apology."
