Bruce, I agree!  You present a very likely scenario, considering the complete obliteration of Damascus.  That said, in Psalm 83, the Palestinians are listed first, followed by Jordan, Lebanon and then Syria.  In other words, the Palestinians (more likely their terrorist leadership) probably put the confederacy together, but it would not surprise me at all if Syria makes the first move.  Here is my speculation on what might happen:
