Just a thought. Why does it have to be "one or the other?"  There are many, many muslims in all of the European Union (the Revived Roman Empire).  I believe Daniel when he records the words given by inspiration of the Holy Spirit.
 
Daniel 9:26
 
And after threescore and two weeks shall Messiah be cut off, but not for himself: and the people of the prince that shall come shall destroy the city and the sanctuary; and the end thereof shall be with a flood, and unto the end of the war desolations are determined.
 
The first part of this verse was completed just as prophesied ...Jesus Christ came and was cut off, "but not for himself" but for the sins of the world. The Roman Emperor, Titus in A.D. 70 was the "prince" that came and destroyed all of Jerusalem. But the people of that prince is future in determining just who it is that will make a covenant with the Jewish people.
 
As for the decapitation method. One should consider the Noahide Laws. For more information....

George Bush, indicated in Public Law 102-14, 102nd Congress, that the United States of America was founded upon the Seven Universal Laws of Noah.
 
 
This fits in well with Sharia Law. Perhaps, we will see a universal blending of the Noahide Laws (which would be accepted by Judaism), and Sharia law.

Muslim apostates

In some interpretations of an Islamic state, conversion by Muslims to other religions is forbidden and is termed apostasy. In Muslim theology, apostasy resembles the crime of treason, the betrayal of one's own country. Penalties may include ostracism or even execution if they live or have lived in an "Islamic State" and are deemed enemies of the state. By analogy, in the age of nation states, a person who commits treason (turning state's secrets to a foreign power, or spies for a foreign power, etc) is subject to severe penalty—historically, death. In contrast, a person who lives in a Western country such as the United States (or even many Muslim countries) will suffer no significant penalty for converting to another religion.

 

However, I don't think we should rule out a Roman who is Islamic.
