I'm not sure about the ramifications of feeding your dog locally grown honey - but it does help with human allergies.  The honey needs to be from a local apiary and it needs to be fresh - not pasturized.
 
My dog also has many allergies and pulls all of his hair out when itching - we keep him shaved down as much as possible so as to minimize the chewing.
