"I respectfully disagree that it is silly. Maybe Paul didn't rebuke the wind and waves, but Jesus did. We are told to be like Him, and occupy until He comes. Doesn't that mean to make our faith an action word instead of just a feeling? It seems to me with the "spirit of the antichrist" as prevalent in our world as it is (and he knows his time is short), we need to start rebuking many things, and to try to help save souls and do whatever that would glorify God. I prayed a simple three word prayer once and God miraculously intervened and saved my life, but that does not mean we are forbidden to rebuke something doing evil in His name. When I respond to prayer requests each day, I rebuke the spirit of infirmity, or confusion, fear or disbelief, or whatever may be needed-- in His name, and then pray and ask God to meet their needs and heal them, all to His Glory.
