France was on the take.  Russia and China and Germany were on the take.  A plan to get approval from countries on the take as a litmus test for any action by the United States is beyond the scope of common sense.
The Global Test is putting the United States at the mercy of the wolf who is killing the chickens in the hen house.
There is a need to CLEAN UP THE UN and get to the bottom of the pay offs...and the gross corruption under the leadership of Kofi Anan.
 
Take a look at the Security Council and remember Syria is on the Security Council.  Take a look at the committees and consider that the Sudan is on the Human Rights Committee.
 
The UN like its predecessor, The League of Nations, is a total failure.
