What is the Solana Doctrine?
 
The policy of the EU is for Israel to return to its pre 1967 (Six Day War) borders.  The EU has plans in motions to train the Palestinian military.  Solana is not satisfied with the Gaza "disengagement" plan.  The EU has plans to sell nuclear fuel to Iran and is in talks with Iran now.  The election in the U. S. is putting this plan on hold.  Solana is hoping for an alliance with the U. S. with a more friendly partner (ie. globalist, John Kerry).
