The Russian company manufacturing Club K Container Missiles is likely state-sponsored and it wouldn't surprise me if that was a marketing demonstration for the world - it emanated from the San Pedro Shipping Channel.  It's the simplest and most logical explanation, considering all of the facts:  check out this Reuters article for profile information - reminds me of the Dove who asked the Lord what is next and he heard a one-word reply: "Missiles"
