There are fire alarms that go off in schools.  The principals know if it's a real fire or false alarm.  Yet they go off to prepare the students in case of a real emergency.  So I believe it is with the Lord allowing rapture dates to be predicted, only to be false alarms.  They are allowed to happen because they prepare us for the real thing.  Our fleshly nature is prone to be lazy and put off the things we should be doing.  So we need motivation.  This is how I see it, and it helps me to prepare.  A little warning here or there helps.  The Lord knows which ones are inaccurate, but he allows them anyway.  It's not to tease us.  He is merciful, wanting that none should perish.
