We're in the loop at the Point of Departure as of this December, 2007. It has been a journey. Command and Control theory starts with an Observation-Orientation-Decision-Action sequence. This sequence applies to any two-sided conflict, whether it is hand-to-hand combat or large military formations. When engaged in a conflict, we first observe the situation - that is, we take in information about our status and the enemy. Usually we actively seek information. Having observed the situation, we orient to it - we make estimates and adjustments. Then we make command decisions.
