Hi John & All:
 
What is being said by the Washington Post article (and other articles), is that President Bush has never visited Israel since officially holding the office of the Presidency -- not that he has never been there previously.
 
George W. Bush was sworn into the office of President on January 20, 2001.
 
He previously visited Israel on December 3, 1998, and obviously was not the President of the United States at that time.
 
The Washington Post article is correct.
