Solana's "International Enrichment Centre"?
Javier Solana has made a new proposal that if successful would greatly
increase his influence and control. It could also make him look like a
global peacemaker.

He has proposed an "International Enrichment Centre" under
"multilateral control" to take charge of nuclear enrichment so that
all countries might take advantage of its cheaper energy while
simultaneously reducing nuclear threats from "rogue nations."

    "The only way of finding a lasting solution to these problems is. . .
    by creating an international enrichment centre under multilateral
    supervision. All states would have access to this enriched fuel on equal
    terms and at competitive prices . . ."
