Revelation 13:1-18 has this interesting interaction between the dragon and the earth and sea beasts.

beast of Sea (Rev. 13:1-10):
- comes out of sea
- 10 horns w/ 10 crowns
- 7 heads with blasphemous name
- resembled leopard
- feet like a bear
- mouth like a lion

beast of Earth (Rev. 13:11-18):
- comes out of earth
- 2 horns like lamb
- spoke like dragon

The dragon gives the Sea beast his (Rev. 13:2-10):
- power
- throne
- great authority

The Earth beast makes earth/inhabitants worship the Sea beast (Rev. 13:11-18).  Here's where the mark of the (sea or earth?) beast comes in (Rev. 13:16-18)

Would this account cover an "anointing" of sorts?
