What the bible says is:
Dan 11:37  Neither shall he regard the God of his fathers, nor the desire of
women, nor regard any god: for he shall magnify himself above all.

The Protocols of the Wise Men of Zion talk about this.
What it says is that their guy won't be pre-occupied with sex (like for
example Bill Clinton).
Not that he won't procreate.  Just that he won't be obsessed with the female
species.
Looking back to the Bible, that fits.

I believe (read: no proof) that the protocols were the plans given to the
PTB to take control of the world, so that when the a/c arrives, he can kick
it into high gear.  
They were stolen, and leaked.  
There was (and is) a huge campaign to discredit them.  (If my secret plans
got out, that is exactly what I would do too.)         
It's was not written by Jews, obviously, but that is the dis-information
campaign.
