"How did the Jews reckon age?"

I thought I heard the Jews of old reckoned a person’s age by adding a year to the birth day of a person. Is that true? If it is, consider the age of the nation of Israel.  Add a year to their birthday and what do you get?  In a couple of weeks-  60, wasn’t it Issac who had his first child when he was 60?  This also would change the picture for the modern nation’s age at the time of the 6 day war to 20.  Any thoughts?
