"What is the difference between giving peace and taking peace?"


What is the difference between giving peace and taking peace?
Jesus gives peace:

John 14:27 Peace I leave with you, my peace I give unto you: not as the world giveth, give I unto you. Let not your heart be troubled, neither let it be afraid.

The rider on the red horse takes peace:

Revelation 6:4 And there went out another horse that was red: and power was given to him that sat thereon to take peace from the earth, and that they should kill one another: and there was given unto him a great sword.

Is taking peace the opposite of giving peace?
Would the effect of taking away peace be the opposite of the affect of giving peace?
I ask, because, when I first was saved, people told me that the red horse was the "red commie" Soviet Union, the taking of peace is WWIII.
However, could the taking away of peace be considered on an individual basis, similar to the giving of peace affecting believers individually?
What if, when peace is taken from the earth, people become utterly impatient and angry with one another?
What if the killing also involves fights and murders, and not simply only world war?
What about as in the days of Noah?

Genesis 6:11 The earth also was corrupt before God, and the earth was filled with violence.
  13 And God said unto Noah, The end of all flesh is come before me; for the earth is filled with violence through them; and, behold, I will destroy them with the earth.

Violence is mentioned twice in Genesis 6, rather than mentioning war.
Similarly, with the rider on the red horse taking peace from the earth, will that result in the earth again being filled with violence?
