"THE DECREE"

Israel regained control of the City of Jerusalem, for the first time in 2,000 Years, in the six day [5th-10th] war of June 1967. It was this war that paved the way for the decree that Israel's Parliament issued on the 28th of June 1967. We know this decree was issued because the then Prime Minister, Menachem Begin, wrote about it on the 17th of September 1978, in a letter to President Jimmy Carter.

The letter read as follows:

The President
Camp David
Thurmont, Maryland

17 September 1978

Dear Mr. President:

I have the honor to inform you, Mr. President, that on 28 June 1967 - Israel's parliament (The Knesset) promulgated and adopted a law to the effect: "the Government is empowered by a decree to apply the law, the jurisdiction and administration of the State to any part of Eretz Israel (Land of Israel - Palestine), as stated in that decree."

On the basis of this law, the government of Israel decreed in July 1967 that Jerusalem is one city indivisible, the capital of the State of Israel.

Sincerely,
Menachem Begin.

The count of Daniel's seven weeks of 49 Years of 360 Days began on the 28th of June 1967, when Israel issued a decree that implied the restoring and rebuilding of Jerusalem as the Capital of Israel!

"So you are to know and discern that from the issuing of a decree to restore and rebuild Jerusalem until Messiah the Prince there will be seven weeks [that is, 49 Years]..." [Dan.9:25][NASB]
