Last week deliberations were made for an EU presidency that would last longer than 6 months ( the current time in office of a rotating EU presidency). The person being groomed for that position is Tony Blair.
But we won't really know who that person is until that person is appointed.

This person will be in the same political role as Angela Merkel, these past six months. The only difference will be that he will stay in his position for 5 years. ( They are still debating the time in office)

Ed: A new post will be created called "the President of the European Council ". It will replace the 6 month rotating presidency of the EU. This person will chair the leaders of the EU nations. This person will organize and chair summits.
