"Global Foreign Affairs Representative
( EU )"
John and Doves,
Our perspective has
always been that the post to watch for at the EU is the up-coming Foreign
Affairs guy.
The EU has been stating this person's position and
responsibilities for years now, and has finally come up with an official
title.
Originally he was to be called the "Union Foreign Affairs Minister".
But the EU --which is highly senstive to the connotation of
words--- wants to take out the word "minister" and make the EU look less
Federalized and more Confederated, thus having a governance
person who works with many heads. So his new title now is:
"High
Representative of the European Union Foreign Affairs and Security and Defense
Policy".
Yes, it is rather a mouth-full.
( We cannot be surprised if the
name continues to change ... the EU is notorious for re-decision)
What we
believe is even more revealing in this new title is that by taking away the word
"minister" this person is not rootly-associated with the
EU at all, but rather is someone hailing from another country outside the
EU. Only time will tell if that is so.
( A "representative" is a more of a
generic word. )
This person will be granted globally-reaching
powers.
1. He will "chair"
the EU Council of the EU nation
leaders.
2. He will be the
Vice-President of the EU Commision.
3. He will represent the EU at the
United Nations ( giving him a global
voice)
4. And he will have a Foreign Diplomatic Service of 120 + diplomatic corp
keeping a pulse on the nations of the world, and giving forth his directives to
those outposts.
So, even though Humptey-Dumptey cannot be put back
together again ( 10 heads ) , he will have "one voice" that the world will hear
and heed.

All those powers listed above is like having executive powers,
legislative powers and all-encompassing tentacles reaching into the UN and all
the nations of the world.
Now ,in addition to all of these amassed political
powers, this High Representative will have
5. military
powers , and form Security and Defense Policies.
He
will not head the global force, (like NATO ) ...but he will be the
final decision-maker in military affairs, and have the power to enforce
them.
He will work closely with whoever heads up the MNF ( multi-national
force-- " the terrible of the nations", as the Bible calls them.)

What a huge range of power -- all
encompassing. Too much really for one person; but the time has come, according
to Bible Prophecy.
( No, we do not think GWB fits this description at
all, nor Tony Blair, nor Xavier Solana ).

proposed EU foreign minister will now have the clunkier title of High Representative of the Union for Foreign Affairs and Security
Policy, while the text in several places makes clear that the EU
should not get any more foreign policy powers.

The title would be High
Representative of the European Union for Foreign Policy, defense and
security, instead of the Union Minister for Foreign Affairs.

policy chief will take over the jobs from present foreign policy chief Javier
Solana and EU External
Relations Commissioner Benita Ferrero-Waldner.

Under the deal, the foreign policy chief would be called
High Representative of the European Union
and serve
also as vice-president of the executive European Commission,
but would not get the title of 'foreign minister' as in the constitution.

Moves to make EU foreign policy more
decisive were at the heart of the constitutional
treaty. All 27 member states signed up to a deal to create a single
“foreign minister” who would sit in both the European Commission and the
Council of Ministers, and thus end the absurd situation of having two
representatives for every external issue. There was also to be a common
“external action service” of EU diplomats running everything from diplomacy
to development assistance.

Creation of an EU
diplomatic corp --June 22, 2007
Thousands of European commission officials
serving in its 120 delegations around the world - effectively diplomats in
waiting - will come under his or her control. The
minister is also expected to chair the EU council of foreign
ministers, helping to define sensitive polices throughout
the world, from the US to China, Iran and Iraq.

this morning states the EU’s foreign policy will lead to “the progressive
framing of a common defence policy that might lead to a common defence

In addition, as demanded by Britain the
treaty will not refer to the appointment of a first-ever EU “foreign minister”
but to a “high representative for foreign and security policy.” Britain claims
that the title of foreign minister would give the impression that national
governments were ceding sovereignty on foreign policy to the EU.
