Simply put -

Daniel's four Beasts stand for Large Kingdoms or Empires - Babylon,
Media/Persia, Greece, Rome.  Revelation 13's two Beasts cause the "Tribulation"

The Heads stand for either earlier, or subsequent Kingdoms on the same
territory.  i.e. the Beast with 7 heads is referring to the previous
Kingdoms/Empires underlying it, or in the case of Greece, it refers to the
four heads/Nations that would come out of Alexander the Great's Empire.

The Horns stand for divisions within the Empire.  i.e. The Media/Persia Beast
Empire had two horns.

The Ten horns with crowns are 10 sovereign countries combined within
one "power base" or Empire - bound by a common ideology.

The Ten horns without Kingdoms, will be ten leaders or power bases i.e.
terrorist groups who may in fact operate as "states within states" which
combine with the Beast Empire and unite "with one mind" to destroy Babylon the
Great, a Great City which I suspect is in Europe.  This occurs towards the end
of the Tribulation, after the people of God have been removed - i.e. "Come out
of her my people".
