(IsraelNN.com) Hamas and Fatah factions have met eye-to-eye on 15 issues concerning the plan drawn up by jailed terrorists, but three major subjects still prevent them from forming a consensus. The plan calls for a new Arab state in all of Judea, Samaria and Gaza (Yesha), with Jerusalem as its capital, freedom to all Arab prisoners and the right of millions of Arabs in other countries to immigrate to Israel.
The major sticking point in the document is giving Palestinian Authority (PA) chairman Mahmoud Abbas the sole power to negotiate with Israel. Hamas also objects to the potential restriction of terror to only be used in Yesha and not within the 1949 Armistice Line borders. The third issue is whether the Palestine Liberation Organization (PLO) is the overall PA authority
