I believe with certainty that you are correct. The ashes of a new heifer must
be mixed with the ashes of the old.
 
These ashes are hidden somewhere in Israel in a container called the "Kalal".
 
Type these words in Google, + kalal +ashes ,  and see for yourself what is said about this item.
 
Several groups of archeologists are looking for it.
 
Its discover will shake Jews everywhere and cause tens of thousands to flock to Israel because
they know that it is a sign that Messiah will soon appear.
 
Here is a portion from one post: 
........ the return of the lost temple treasures after 2500 years!  Would it not be just like our God to restore Israel's Temple treasures using His judgement of their original oppressor, Babylon?  Would it not be just like our God to restore temple worship using an act of judgement which He describes as "vengeance for His temple" (Jeremiah 50:28, 51:11)?

If God chooses this time to restore the Tabernacle, the Ark of the Covenant and the Altar of Incense to Israel, perhaps other treasures will be restored as well.  One of these treasures is the "kalal" containing the Ashes of the Red Heifer.

The kalal is a pot which contains the ashes of a sacrifice described in Numbers 19.  These ashes are required for the purification of individuals, especially the priesthood.  When Jerusalem was under siege by the Romans in 70 AD, the kalal and other treasures were hidden in the Judean hills.  Israel cannot resume biblical Temple worship until these ashes are found and the priesthood is purified.

Two searches are currently underway.  First, some members of the Jewish community are making a worldwide search for a spotless Red Heifer.  Secondly, the original kalal is being sought in the Qumran caves.  In 1989, these excavations produced a small vessel of rare, 2,000 year old Balsam oil.  Hopefully, these digs will soon produce the original kalal.

A detailed description of this search for these ashes and their significance may be found in The Next Move: Current Events in Bible Prophecy by Rob Lindsted, PhD 15  Dr. Lindsted also points out the significance of these ashes to the entire nation of Islam.  He writes,

 "Finding the ashes of the red heifer is important even to the Arabs.  The Moslem bible is the Koran, and the first book is called Parah, which literally translated means "The Calf."  The Moslems believe that whoever finds the ashes will rule the world.  That's why the Arab countries are just as interested as the Jews in finding the little kalal containing the ashes of the last red heifer." 

If Israel finds the kalal, it is interesting to consider what effect it would have on the Moslem world.  Will Moslems be obedient to their faith and cease to oppress Israel?  Will this add to Israel's "security zone"?
