One horn representing his own nation, and the other horn commandeering the UN?

Bully-financing
The problem is not with the changes Congress wants the United Nations to adopt, because some of them are constructive. The problem is in trying to use the payment of dues as a bullying blunt instrument.

A White House statement echoed Burns' comments and said the administration also opposes provisions in Hyde's bill
