Shalom Barry and All:We lived in an apartment for about two years.
Almost across the hall from us was a couple that had a growing pit bull and a very small dog. The man's dog was the pit, the woman's was the small dog.
One afternoon we saw the woman come home with the little dog. Its front foot was bandaged. Seems the pit - in play? - bit the paw.
This pit bull was territorial and the owner DID NOT keep it on a leash. I repeatedly mentioned this situation to the landlord and was always given the promise that he would "look into it".
One evening in winter my daughter and I had gone for a walk and were at the lighted garage area ... when the pit ... unleashed ... spotted us. We heard it's growl in the dark as it advanced toward us into the circle of light by the garage! Almost simultaneously the owner called the dog. The dog hesitated, but then did go to the owner.
I NEVER EVER let our children go alone in the hallway/areas of our apartment as long as we had to endure that dog.
About a month before we had to relocate for my husband's job, The Father caused the pit, owner, his wife and newborn baby to move. My civil letters of concern to the landlord did not accomplish what the threat of another neighbor did. She said she would contact the animal control people because of the barking. It was the barking (only while the owner was away) that finally got results.
It was a blessing for us that during our move the pit was not there!
Barry, you do have a situation developing that will literally continue to "grow and get bigger"! May Ruach HaKodesh show you what pro-active steps you should take!!
Dianne
