I'd suggest that you re-install outlook express on your computer. I an a registered nurse, but I am the one who also manages the nursing homes computer network. Weird things happen to programs when there are thunderstorms that cause power fluctuations. I spent a  part of last week re-installing Word and Outlook Express on various older computers for odd 'malfunctions' like the one you mentioned.
