Here is an explaination I wrote last year.   It may answer your question.

Daniel 8 and 11 now playing at your newsstand

Over the last few years I have recognized that Daniel chapter 8 was fortelling the United States conquering of modern-day Iraq/Babylon. If this was the correct interpretation, the next thing we would expect would be that the United States control over this area would be broken and replaced by four other rulers. One of the subsequent four empires will eventually be controlled by the "little horn" -- Antichrist.

It seems as if almost daily I receive a greater understanding of the book of Daniel as I watch his words being fulfilled daily in the news. So let's start with reviewing some basics from this revelation.

Ecclesiastes tells us that there is nothing new under the sun, therefore it is very common for us to see the same "pattern" repeated throughout history. The "ultimate" fulfillment of Daniel chapter 8 takes place at the "end of time," therefore Alexander the Great was an "example" and not the fulfillment of this prophecy.

Dan 8:16 And I heard a man's voice between [the banks of] Ulai, which called, and said, Gabriel, make this [man] to understand the vision.

Dan 8:17 So he came near where I stood: and when he came, I was afraid, and fell upon my face: but he said unto me, Understand, O son of man: for at the time of the end [shall be] the vision.

Dan 8:18 Now as he was speaking with me, I was in a deep sleep on my face toward the ground: but he touched me, and set me upright.

Dan 8:19 And he said, Behold, I will make thee know what shall be in the last end of the indignation: for at the time appointed the end [shall be].

"Beasts" always represent empires or political coalitions, and their "horns" represent the ruler/s of that specific empire/beast. When a "horn is broken", that specific ruler no longer controls that area/Empire/Beast. History demonstrates that there are many different ways to "break a horn." We also know from elsewhere in Daniel and in the Scriptures , that there are spiritual rulers "in the heavenlys" that also exercise some degree of control over each area/Empire/Beast and they are known to do battle with the angels of God (Daniel chapter 10).

Dan 8:5 And as I was considering, behold, an he goat came from the west on the face of the whole earth, and touched not the ground: and the goat [had] a notable horn between his eyes.

Dan 8:21 And the rough goat [is] the king of Grecia: and the great horn that [is] between his eyes [is] the first king.

This goat Beast "came from the West", across "the face of the whole earth", and "touched not the ground." If he did not come by ground, then he must've come by air and/or sea. (Unlike Alexander). This is the king that is representing the spiritual power of Grecia. Greece was the birthplace of "democracy." This king/ruler is conquering and taking over land in the name of "democracy." This king is president George Bush.

Dan 8:3 Then I lifted up mine eyes, and saw, and, behold, there stood before the river a ram which had [two] horns: and the [two] horns [were] high; but one [was] higher than the other, and the higher came up last.

Dan 8:4 I saw the ram pushing westward, and northward, and southward; so that no beasts might stand before him, neither [was there any] that could deliver out of his hand; but he did according to his will, and became great.

Dan 8:20 The ram which thou sawest having [two] horns [are] the kings of Media and Persia.

This ram/Beast is Islam which has two horns/rulers which are spiritually known as Media and Persia. My present understanding is that the spirit of "Persia" represents the Shi'ite Muslims, non-Arab speaking Muslims and in Daniel Chapter 11 is referred to as "the King of the North." The spirit of "Media" represents the Sunni Muslims, Arabic speaking Muslims and in Daniel Chapter 11 is referred to as "the King of the South." Islam was established in the middle east and has spread north, south and west. It has been dominated by the Sunni "horn" until recently, and we are presently witnessing the Shi'ite "horn" rising higher.

Dan 8:5 And as I was considering, behold, an he goat came from the west on the face of the whole earth, and touched not the ground: and the goat [had] a notable horn between his eyes.

Dan 8:6 And he came to the ram that had [two] horns, which I had seen standing before the river, and ran unto him in the fury of his power.

Dan 8:7 And I saw him come close unto the ram, and he was moved with choler against him, and smote the ram, and brake his two horns: and there was no power in the ram to stand before him, but he cast him down to the ground, and stamped upon him: and there was none that could deliver the ram out of his hand.

This was fulfilled by President George W. Bush (goat) when the empire/beast he ruled/controlled, took possession of Iraq/Babylon. He broke the two horns of the ram that controlled that geographical area (within that geographical area). We may be able to include the war in Afghanistan (same ram/spiritual rulers) within these verses, but I am not 100% confident of that interpretation at this time.

We are now beginning to see these "spiritual powers" positioning themselves in the newspapers for the fulfillment of the next verses in Daniel.

Dan 8:8 Therefore the he goat waxed very great: and when he was strong, the great horn was broken; and for it came up four notable ones toward the four winds of heaven.

Dan 8:9 And out of one of them came forth a little horn, which waxed exceeding great, toward the south, and toward the east, and toward the pleasant [land].

---------------

Dan 8:21 And the rough goat [is] the king of Grecia: and the great horn that [is] between his eyes [is] the first king.

Dan 8:22 Now that being broken, whereas four stood up for it, four kingdoms shall stand up out of the nation, but not in his power.

----------------

Dan 11:2 And now will I shew thee the truth. Behold, there shall stand up yet three kings in Persia (Shi'ite Islam) ; and the fourth shall be far richer than [they] all: and by his strength through his riches he shall stir up all against the realm of Grecia(the empire/Beast promoting "democracy" -- US coalition.).

Dan 11:3 And a mighty king (George Bush) shall stand up, that shall rule with great dominion, and do according to his (George Bush's) will.

Dan 11:4 And when he (George Bush) shall stand up, his (Bush) kingdom shall be broken, and shall be divided toward the four winds of heaven; and not to his posterity (Jenna, Barbra, Jeb, etc.), nor according to his dominion (constitutional USA) which he ruled: for his kingdom shall be plucked up, even for others beside those.

And today we see the conquered land of ancient Babylon segregating itself into three different divisions. Divisions totally alien to the goat conqueror and the spirit of "democracy." Is that fourth division the United States or Afghanistan which are both presently under the authority of the goat? A few months ago I would have stated that the fourth was most likely the United States, but my understanding seems to be shifting more toward Afghanistan. The US/Bush rulership/horn is to be "broken" at least in relationship to the Middle East/ancient Babylon. Four "horns/rulers" will replace the goat Horn, and one of the four will become the "little horn", otherwise known as the antichrist.

Dan 8:9 And out of one of them came forth a little horn, which waxed exceeding great, toward the south, and toward the east, and toward the pleasant [land].

Dan 8:10 And it waxed great, [even] to the host of heaven; and it cast down [some] of the host and of the stars to the ground, and stamped upon them.

Dan 8:11 Yea, he magnified [himself] even to the prince of the host, and by him the daily [sacrifice] was taken away, and the place of his sanctuary was cast down.

Dan 8:23 And in the latter time of their kingdom, when the transgressors are come to the full, a king of fierce countenance, and understanding dark sentences, shall stand up.

Dan 8:24 And his power shall be mighty, but not by his own power: and he shall destroy wonderfully, and shall prosper, and practise, and shall destroy the mighty and the holy people.

Dan 8:25 And through his policy also he shall cause craft to prosper in his hand; and he shall magnify [himself] in his heart, and by peace shall destroy many: he shall also stand up against the Prince of princes; but he shall be broken without hand.

================================================

After the breaking of the "goat's horn", the newspapers headlines will come from Daniel Chapter 11. Here we see multiple battles between the king of the North and the king of the South. I speculate that we will see a five "nation/toes" coalition of Shi'ite nations in the north and a five "nation/toes" coalition of Sunni nations from the south. The boundary's of these 10 nations may not be established until after the war that breaks the goat's horn (World War III and falsely presented as "Armageddon".). Occasionally they will fight together as "one" under Islam ("little horn", antichrist, Mahdi). But they'll have difficulty sticking together like steel and clay. I speculate that the "little horn" will be from the North/Shi'ite/Assyria "foot."
