There can be no Reformation without Regeneration.  Not the kind of reformation that pleases God.
 
Human beings can vow not to do bad things, and even do a lot of "good" things.  but without the regeneration of the Holy Spirit, they will never do so for the right reasons and their righteous acts are but dung.
 
Conversely, one who says they have been regenerated without showing the fruits of Reformation in their lives is lying to themselves and others.
 
True Regeneration will work Reformation for both are a work that the Spirit does in our lives.
