According to the Ryrie Study Bible footnotes,
it is not unusual for Bible prophecies to have
more than one fulfillment.

Nor is it unusual for Satan to inhabit
the nations and peoples that made up Gog and Magog.

And since, for some unknown reason, Satan is
given a 'field day' to do as he wishes, he could
have infiltrated  the countries for a second attempt
at stirring up trouble.  Some demons just never learn.

There is no doubt that the Ezekiel battle is
 during the Tribulation; all of the timing/wording
points to this fact.

So, no contradiction here, between Ezekiel and
Revelation; it is simply two separate events.
