In regards to the letter re Isaiah 17 of Damscus destruction being fulfilled. I would say that this may be a dual prophecy. For instance Babylon and Jerusalem have been destroyed more that once and they are both prophecied of being destroyed in the bible. THe term perpetual ruin that can be interpreted in the above scripture I believe means just that. It shall never rise again as a city once this prophecy is FULFILLED totally.
