Scripturally, I do not believe Iran and Russia do wait.  I think that the Burden of Damascus and Gog and Magog are concurrent.

Study the language and the elements present in Isaiah 17 and Ezekiel 38. 

This may all occur in one fell swoop - - leading, as you said, to a 7 year peace treaty being confirmed.
