"the sun to go down at noon"

Will the sun set in Israel at noon?
What about the rest of the planet?

Amos 8:9 And it shall come to pass in that day, saith the Lord GOD, that I will cause the sun to go down at noon, and I will darken the earth in the clear day:

What does it mean that the sun will go down at noon?
Is that more than simply getting dark?
Will people observe a sunset at noon?
Obviously it is not due to clouds, as he said that he will darken the earth in the clear day.
This is also not describing a simple eclipse.
Will the temperature start to drop?
Will it only be for one day, but not after that?
No doubt the media pundits will be interviewing "scientists", but how will they explain this?

Is the expression, "the sun to go down at noon", in contrast to the following:

Joshua 10:13 And the sun stood still, and the moon stayed, until the people had avenged themselves upon their enemies. Is not this written in the book of Jasher? So the sun stood still in the midst of heaven, and hasted not to go down about a whole day.
