If you read Bullinger's book regarding biblical numbers you will see that 11 being either the addition to 10 (number for ordinal completion, 10 commandments, etc.) or less one from 12. 12 is definately the number God uses for government. 12 tribes of Israel, 12 apostles, 24 (12 X 2) elders in heaven, 144,000 (144 = 12 X 12). 13 is always the number for rebellion.

Genesis 12...Abraham, father of faith & nations

Genesis 13...Lot goes to Sodom & Gomorrah

Revelation 11...two witnesses

Revelation 12...woman, dragon & manchild ruling the nations w/ rod of iron

Revelation 13...beast rising out of the sea

This makes me hopeful for 2012...May God take bold steps to set up His heavenly government!!!
