I replied to Ron along these lines -
 
Just one thought about the 3pm announcement on the 8th - 3pm is 15 hrs into the day.
15 hrs is 900 minutes!!
900 minutes is 300 + 300 + 300 mins, another 333! Being at 3pm it is really a 3333 sign!

But there's more because after 3pm there are 9 hrs left in the day. 9 = 3+3+3.
 
So this sign is altogether 3333333! This then adds to 21 or 7+7+7.
 
Anyway, these figs strongly suggest there was purpose behind the time chosen.
