I remember seeing a video back on '08 I believe, about a group that was gathering the uncut stones out of the water, wrapping each individually so that they did not touch metal in their transport...so that they could be ready for the rebuilding.

It's all being prepared, even to the garments being made, the young men trained, and the varied pieces to be used at the ready. It will not take long to get things set up, they just need the 'nod' and it's a go.
