Russia Assists Chinese DevelopChina's economy has grown massively over the past 2 1/2 decades, and while the common people of China remain fairly poor, China is spending huge amounts of money to build up its military might as a world power. The United States and European Union still refuse to help China develop its military prowess, but the communist nation has found assistance in other places, primarily Russia.
Last week in Beijing, the Russian and Chinese Defense Ministers met together and worked out a protocol outlining the military cooperation between their two countries through the year 2010. The business newspaper Vedomosti anticipated that in 2005 Russia would finally contract to sell 24 Su 30MK2 fighter jets to China's Navy. The first contract on the deal - worth over $1 billion - was signed nearly two years ago. Russia is also expected to agree to continue to allow Su-27 fighters be assembled in China.
A meeting between Russia and China over bilateral trade was also held early this week, with the two countries seeking to improve their cooperation in energy and machine building during the next year. They agreed to work together to build up the Chinese transportation infrastructure and to also join together in constructing floating nuclear power plants.
"We hold the view that the figure of $20 billion of our countries' mutual trade in 2004, which is the all-time high, must be exceeded in 2005," said Vadim Zingman, Russia's deputy director of the department of state regulation of foreign-trade activity and the customs department of the Ministry of Economic Development and Trade.
China's People's Daily newspaper described China's military policy in 2004 as a four-pronged approach. In 2004, China worked to increase diplomacy between itself and other large powers. It worked to improve relations with its regional neighbors as a means of improving regional security. China also engaged in a number of joint military exercises with other countries, including sea rescue exercises with Britain, France, and Australia, and anti-terrorism military exercise with Pakistan. Finally, China worked to improve its image as a big power by offering humanitarian aid to earthquake victims in Bam, Iran.
While still a communist country that holds tight control over its people politically, China has been working to improve its economy and military, along with its reputation in the eyes of other major world powers. China tests ballistic missile submarine

THE WASHINGTON TIMESChina's military has launched the first of a new class of ballistic missile submarines in what defense officials view as a major step forward in Beijing's strategic weapons program.
The new 094-class submarine was launched in late July and when fully operational in the next year or two will be the first submarine to carry the underwater-launched version of China's new DF-31 missile, according to defense officials.
"When fully operational, it will represent a more modern, more capable missile platform," said one official familiar with reports of the new submarine.
A second intelligence official said building submarines is a top priority of the Chinese, and the Type 094 will be "China's first truly intercontinental strategic nuclear delivery system."
The new Type 094 was spotted by U.S. intelligence agencies at the Huludao shipyard, located on the coast of Bohai Bay, some 250 miles northwest of Beijing.
The submarine is in the early stages of being outfitted and is not yet equipped with new JL-2 submarine-launched nuclear missiles.
The submarine is believed to be based largely on Russian nuclear submarine technology, the officials said.
A CIA report made public last week stated that Russia was a major supplier of technology to China's naval nuclear propulsion programs.
The launching of the new missile submarine appears ahead of schedule. A Pentagon report on Chinese military power made public in May stated that the new Chinese missile submarine would not be deployed until around 2010.
A Defense Intelligence Agency report produced in 1999 and labeled "secret" stated that the new submarine is part of a program by China of "modernizing and expanding its missile force."
"Mobile, solid-fuel missiles and a new ballistic missile submarine will improve the force's ability to survive a first strike," the report said, "while more launchers, on-board penetration aids, and possibly multiple warheads will improve its ability to penetrate missile defenses."
The DIA report stated that China is expected to field one new ballistic missile submarine by 2020.
A Chinese Embassy spokesman had no immediate comment.
In a related development, U.S. intelligence officials said the Chinese suffered a setback in their JL-2 missile program when a test flight of the JL-2 missile failed over the summer.
The JL-2 missile program was delayed by the test failure but is continuing to be developed, the officials said. China conducted tests of the JL-2 in 2002 and last year.
Richard Fisher, vice president of the Washington-based International Assessment and Strategy Center, said the launch of the new missile submarine is "an astounding development."
"The 094 has followed 093 development far more rapidly than the assessments in the annual Pentagon reports on the PLA," Mr. Fisher said, referring to the China's People's Liberation Army.
China also recently launched a new attack submarine known as the Type 093. Additionally, U.S. intelligence agencies were surprised by China's disclosure in July of a third new type of submarine known as the Yuan-class, a diesel-electric attack submarine.
"In the very near future, China will have a secure, second-strike nuclear attack capability that it will use to bolster its nuclear strategy of seeking to deter the United States from aiding Taiwan after a PLA attack," Mr. Fisher said.
Mr. Fisher said the JL-2 likely will have multiple warheads.
The new submarine will make it more difficult for the U.S. military to take part in a defense of Taiwan because of the threat of nuclear retaliation, he said.
The Pentagon has deployed a new missile defense system, but a spokesman for the Missile Defense Agency has said the current interceptor system is designed to stop a long-range North Korean missile, but not an attack from Chinese or Russian missiles.
A 1999 report by the House Select Committee on U.S. National Security and Military/Commercial Concerns with the People's Republic of China stated that the new missile submarine will likely benefit from stolen U.S. nuclear warhead designs.
The report stated that the JL-2 is expected to have a longer range than the DF-31 and that 16 JL-2s will be deployed on the new submarine.
The range of the JL-2 is estimated to be about 7,500 miles, enough "to strike targets throughout the United States," the report said.
"Instead of venturing into the open ocean to attack the United States, the Type 094-class submarines could remain near [Chinese] waters, protected by the [People's Liberation Army,] Navy and Air Force," the report said.
The new submarine will be a major improvement over China's current ballistic missile submarine known as the Xia, which is equipped with medium-range missiles.
The current Xia submarine is considered so noisy to underwater detection gear that its chances of surviving attack submarine strikes in ocean waters are limited.

No one can match China for sheer numbers of people, and now it can challenge most of the world in technological achievements. The Clinton administration blindly sold sensitive technology to China and reportedly received campaign financing in return. Today China has one of the most advanced militaries in the world. The threat of nuclear retaliation will make it much more difficult for the US military to take part in a defense of Taiwan. The United States is Taiwan's biggest ally and arms supplier and is bound by law to provide weapons to help Taiwan defend itself if the island's security is threatened. China's military buildup seems specifically designed to fit a Taiwan conflict scenario and to target US air and naval forces that could become involved. China already has 500 to 550 short range ballistic missiles deployed opposite Taiwan. Arthur Lauder, professor of international relations at the University of Pennsylvania, said the Chinese military "is the only one being developed anywhere in the world today that is specifically configured to fight the United States of America...no objective reason exists why China, if she stays on her present course, should not eventually pose an even greater threat to the United States and its friends and allies than did the Soviet Union."
For years, Chinese arms sales to rogue nations have been one of the most contentious issues in Sino-US relations. China has been accused of selling nuclear technology to Pakistan and Iran; missile technology to Pakistan, Iran, North Korea, and Libya; materials used to make chemical weapons to Iran; and advanced communications equipment to Iraq, North Korea, and the Taliban when they ruled Afghanistan. China has also sold long-range missiles to Saudi Arabia and has offered to help Saudi Arabia update its weapons program.
Over the last few years China has strengthened its ties with the Middle East. Next month China and the six-nation Gulf Cooperation Council will begin a first round of negotiations over setting up a free trade agreement. The GCC includes Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. A Free Trade Agreement between China and the GCC, which holds 45 percent of the world's oil reserves and accounts for 20 percent of oil production, would help shore up China's energy supplies. China is increasingly importing oil due to strong domestic demand, stemming from its fast growing economy.

RUSSIA AND CHINA PLAN WAR GAMES

Russia and China - former Cold War foes - will hold an unprecedented military exercise in the second half of 2005.
The war game, involving naval ships and aircraft, will take place on Chinese territory, Russian Defence Minister Sergei Ivanov said.
China has become a major market for Russian weapons. In the past five years these exports have risen to $5bn.
Russia and China have developed what they call a strategic partnership since the end of the Cold War.
Russia will not bring large numbers of servicemen to the exercises, but mostly state-of-the art weapons, including submarines and probably strategic bombers, Mr Ivanov was quoted as saying.
Main supplier
Russian observers say that China gets half of Russia's weapons exports.
Mr Ivanov visited China earlier and described his discussions on Russian weapons deliveries as "record-breaking".
Moscow and Beijing share the concept of a multi-polar world - opposing what they see as US global dominance.
Mr Ivanov said that in 2005 Russia would also hold joint exercises with other former Soviet countries, Nato and, separately, with France.
Feeding the Dragon

It appears that an intelligence coup has been scored against the United States by the First Bureau of the Military Intelligence Department in China, responsible for gathering intelligence abroad.
Last November, a deal was struck between a Canadian firm and China to construct two 700- megawatt nuclear reactors in Qinshan, China.1 Assisting in the project would be the U.S. firm Bechtel.
U.S. participation would be facilitated by a $383 million U.S. Export-Import Bank (Ex-Im) loan.2
Exploring this and related transactions.3,4 reveals a trail that is both interesting and disturbing.
Presidential Intervention
The 1996 Federal Register documents a series of "Presidential Determinations" authorizing Ex-Im loans, with the statement by Bill Clinton "that it is in the national interest for the Export-Import Bank of the United States" to extend loans to the People’s Republic of China for the Qinshan project and other non-nuclear power plant projects5:
• June 26, 1996, Presidential Determination No. 96-35 authorizing $260 million; Ordinarily, loans involving Ex-Im would be viewed as a positive move to encourage the exports of U.S. goods—however, these transactions deserve scrutiny in light of recent revelations of influence peddling by China.• June 28, 1996, No. 96-37 authorizing $120 million;
• June 29, 1996, No. 96-38 authorizing $56 million;
• November 11, 1996, No. 97-2 authorizing $383 million;
• November 11, 1996, No. 97-3 authorizing $409 million.
And finding the loans to be in our "national interest" seems odd, since just one year earlier the U.S. was expressing concern over reports of China’s assistance in the building of nuclear facilities in Iran.
In fact, on February 21, 1993, China and Iran signed an agreement for the construction of two Qinshan-type nuclear power reactors.6
Arkansas Connections
Ex-Im Bank is a government- held corporation, managed by a Board of Directors whose members serve at the discretion of the President of the United States.7 A key player in the China transactions is Board member Maria Haley, who served under Governor Clinton in Arkansas, and who moved from the White House in 1995 to become Ex-Im’s Asia-Pacific Director.8
The Philippines born Haley is an ambassador’s daughter who lived in Asia before moving to the U.S. to marry Arkansas attorney, John Haley.
John Haley, it turns out, is the partner and personal lawyer for former Arkansas Governor Jim Guy Tucker, who resigned his office after being convicted along with Susan McDougal in connection with a fraudulent loan.9 John Haley is under indictment and awaiting trial by Whitewater prosecutor Kenneth Starr.
Political Corruption or Espionage?
Much has been made in the mainstream media this past month about political fund raising gone awry. But is that the whole story?
Maria Haley’s first job in Washington was in the White House, where she helped John Huang get a job at the Commerce Department.10 In January 1994, on the personal instructions of Ron Brown, the Commerce Secretary, Huang was given top- secret security clearance without background checks by the FBI or the state department’s Office of Security—a strict requirement for somebody born in a foreign country.11
John Huang has emerged as a central figure in both Justice Department and congressional investigations in the foreign-money controversy, including his role as intercessor in meetings at the White House and Ex-Im.12
Secret Service logs show that Huang entered the White House 94 times—an unusual degree of access for a mid-level Commerce official.13
Now we find that the National Security Agency first detected a plot by Chinese intelligence involving the secret and illegal funneling of $2 million and passed this information to Attorney General Janet Reno in May of last year.14
Reno in turn has told reporters that the decision was made to pass this information on to President Clinton’s national security advisor, Anthony Lake (since nominated to the head of the CIA) last June. This is the same month listed earlier as the first of the Presidential Determinations authorizing hundreds of millions in Ex-Im Bank loans to China!
Port of Long Beach
In yet another bizarre twist of this story, news is just emerging that the Long Beach Naval Station, closed in 1993 as part of the downsizing of U.S. bases, is about to be leased to a Communist China-owned shipping company under an agreement that was only made possible by the intervention of the White House.15
One thing seems certain—the Chinese Dragon no longer sleeps —it is awake and hungry!
