I believe God uses natural phenomenon to allow us to "see" the pale rider in the news video to remind us of the times we live in. The simple answer is the rider is a reflection of the fire on the camera lens, but its on the inside of the lens. Remember that an image passing through a convex lens will become inverted (turned upside down). The brightness of the fire is bouncing off the image processor inside the camera and reflected onto the back side of the lens. So you are seeing the fire upside down. As to the greenish tint, that is due to the materials used to make the processor and/or the lens.
