The idea that with the rapture there could be thunder and lightening
cutting off all electrical communication!
That would explain a lot of how people would not know right away that
others were missing. Yes, they might know
of people in their immediate vicinity who were missing, but not those
across town or across the nation or across the world. And then the
idea that there is a great earthquake when the dead in Christ arise
first, a thought also expressed by David Lowe in "Earthquake
Resurrection", and others including Pastor Riley.
Thus, the world is confounded when the rapture occurs, but gradually,
as communication returns at least partially, they are set up to
accept the Mideast peace agreement and world government. Those who
would resist are either too exhausted or too shocked to protest.
