The San Diego lights did not appear as three 7's...  There were many hand-held camera-shots taken of the lights, and the squiggly red lines were differently shaped in each of the photos due to the slight random jiggle of the camera while the shutter was open in low light conditions.  Eyewitnesses saw lights that were like the lights on an airplane  -  simple red spots.
